The first Fast Radio Burst (FRB) to be precisely localized was associated with a luminous persistent radio source (PRS). Recently, second FRB/PRS association discovered for another repeating of FRBs. However, it is not clear what makes FRBs or PRS how they are related. We compile FRB and properties consider the population sources. suggest practical definition as associations luminosity greater than $10^{29}$ erg s$^{-1}$ Hz$^{-1}$ that attributed star-formation activity in host galaxy. model probability distribution fraction repeaters non-repeaters, showing there yet evidence preferentially PRS. discuss sources may distinguished by combination active repetition an excess dispersion measure local environment. use CHIME/FRB event statistics bound mean per-source rate between 25 440 yr$^{-1}$. this provide on density FRB-emitting universe $2.2\times10^2$ $5.2\times10^4$ Gpc$^{-3}$ assuming pulsar-like beam width emission. This implies comprise much 1\% compact, detected universe. cosmic phenomenology similar newly-discovered, off-nuclear "wandering" AGN. argue likely some have already been misidentified
